SEND Peer Review
Following on from the council decision to ask the Local Government Association (LGA) to undertake an independent peer review into aspects of SEND and the Children with Disabilities team, the dates are in the process of being confirmed with the LGA, but are likely to be November 23rd-26th 2021. The review will follow the scope outlined in the cabinet paper, and will focus upon four areas:
- The progress made to address the remaining area of weakness from OFSTED/CQC, joint commissioning.
- The work of the Children With Disabilities service relating to thresholds of assessment
- Scrutiny of the process around and the relative performance of EHCP needs assessments.
- How the area has engaged with all families of children with SEND.
Considerable work has been undertaken since cabinet to ensure that the timeline and scope agreed by the portfolio holder and the shadow portfolio hold will be met, and that a report is produced by the independent review team before the end of the year. It is very much hoped that the review team will be on site in Southend throughout the review, undertaking fieldwork for the first three days and sharing their findings on the Friday. The review team will consist of trained and accredited reviewers, nominated by the LGA and approved by the portfolio holder and shadow portfolio holder. The review team will include a Director of Children’s Services; Senior staff from SEND and social care; a local authority Councillor, and a representative from a Parent Carer Forum, all currently working outside of the eastern region.
The full detail of the operation for the review is being worked through, including the timetable for the particular stakeholder groups including parent and carer groups, to meet with the review team.
